Among the measures the government is considering to include in the next economic package, there would also be a return of the ecobonus enhanced to 65%, to be applied on fixtures, heat pumps and air conditioners, hybrid solar thermal systems, shielding and coats.
Ecobonus enhanced to 65%
According to what was reported by Il Sole 24 Ore, any intervention would fall within the margin of budget flexibility, equal to approximately 14 billion euros, linked to the energy transition. This rate increase would represent a premium compared to the current system, designed with the budget law for 2025, which provides for a horizontal and simplified discount equal to 50% for first homes and 36% for others. The main home bonuses have been calibrated on this level of benefits, moving around 25 billion euros of work per year, to which a billion is added for the furniture bonus. The current system has eliminated the transfer of credit and invoice discounts to protect public accounts, but has ended up flattening the benefits without differentiating simple construction works from those that really impact energy savings.
The jobs that “weigh” the most
The objective of the “discount” would be precisely to reward the most efficient interventions. In fact, according to Enea data relating to 2025, the largest portion of investments concerned the replacement of fixtures with around 2 billion euros, followed by thermal insulation and insulation interventions for around 600 million euros. Heat pumps and air conditioners absorbed 371 million euros, while around 300 million euros were invested in solar shading. Added to these figures are the 80 million euros allocated to hybrid systems that combine heat pump and boiler. Finally, considering solar thermal for hot water and home automation, a total of 3.6 billion euros of overall investments in real estate are reached.
How much would it cost
But how much would this measure cost? According to preliminary estimates, increasing the deduction by 15 percentage points would translate into a burden for the State of “only” half a billion euros, distributed over the classic ten years of tax deduction. However, the actual cost will depend on the access criteria and the scope of the admitted works. In fact, an expansion of the works eligible for incentives is not excluded to include interventions that are currently excluded but strategic, such as the installation of charging stations for electric vehicles. The innovation would also meet the directives of Brussels, with Europe asking to direct funds towards the reduction of emissions and real estate redevelopment. A measure of some urgency, given that in 2027, in the absence of changes, a further cut in rates is expected, which would drop to 36% for first homes and 30% for second homes.
