A crackdown on uninsured vehicles through periodic checks that will cross-reference the information contained in five databases. It is one of the innovations envisaged by the maneuver, which aims to identify vehicles without compulsory insurance coverage without relying solely on roadside checks.
The new system will be managed by the Ministry of Infrastructure and Transport, which will operate “making use of the Automobile Club of Italy”. The checks will be carried out “at least quarterly”, therefore at least once every three months, through the comparison of the information already available in public archives.
The mechanism envisaged by the budget law will be based on the intersection of five archives: the insurance coverage database, the national vehicle archive, the periodic inspection archive, the information system of the Public Automotive Register (Pra) and the single electronic register of end-of-life vehicles. The objective is to compare the data relating to the vehicles, their administrative situation and the presence of insurance coverage to identify any irregularities.
Goodbye to foreign license plates, Italian insurance will be mandatory for all cars
The lists of irregular positions will be made directly available to the Traffic Police for checks and verification of violations. It is worth remembering that you risk a fine ranging from 866 to 3,464 euros and the seizure of the vehicle, with possible confiscation. In case of repeat offenses within two years, the penalty doubles and the license is also suspended for one to two months.
When will the new controls start?
To make the system operational, a subsequent implementing decree from the Minister of Infrastructure and Transport will be necessary, adopted in agreement with the Ministers of Economy and Finance, Interior and Business and Made in Italy. Before adopting the measure, the Automobile Club of Italy (Aci) and the Institute for Insurance Supervision (Ivass) will have to be consulted. It will also be necessary to obtain the opinion of the Guarantor for the protection of personal data.
According to the latest estimates, around 2.9 million uninsured vehicles are in circulation, generating 1 billion euros in uncollected premiums and 280 million euros in lost tax revenue. Damage to the treasury aside, the consequences are serious for those who unfortunately find themselves in an accident with an uninsured vehicle. Anyone who causes an accident while driving a vehicle without insurance risks having to personally compensate for all damages caused, even hundreds of thousands of euros in the case of serious injuries. Victims can obtain compensation through the Guarantee Fund for road victims, managed by Consap, which can subsequently take action against the person responsible and other parties liable for compensation to recover the sums paid.
