The scrapping of bills for taxes and fines of Municipalities, Regions and other local authorities begins. From Thursday 15 October, on the website of the Revenue Agency-Collection it is possible to request the information prospectus with the list of debts that can be included in the facilitated definition and the sums to be paid. From Friday 16 October, applications will be able to be submitted: there will be time until 15 December 2026, exclusively online.
The possibility of obtaining the discount, however, also depends on the choices of the creditor administration. The scrapping-quinquies of local revenues in fact only concerns the entities that have decided to adhere to the measure and the debts entrusted to the Revenue-Collection Agency in the period established by law. Let’s go in order.
Which debts are included in the scrapping
The perimeter includes the loads entrusted to collection from 1 January 2000 to 31 December 2023 by participating Regions and local authorities. This may include, for example, debts relating to Imu, Tari, car tax and road fines. To understand if a tax bill is admitted, the moment in which the debt was entrusted to the collection agent matters, which may be different from the year to which the tax refers.
Access is not automatic throughout the national territory: the creditor body must have adopted a specific provision and communicated it to AdeR by 31 July 2026. The list of administrations that have communicated their membership is available on the Agency’s website.
How much you save and what happens to fines
This procedure concerns debts entrusted to the Revenue Agency-Collection. For the sums collected directly by the administrations or managed through other concessionaires, it is necessary to check with the individual body whether there is a different subsidized definition. Debts resulting from sentences by the Court of Auditors are excluded from scrapping.
For tax debts of local authorities, such as Imu, Tari, car tax or single fee, the discount is substantial: the taxpayer pays the principal amount plus the costs of notification and those of any enforcement procedures. Penalties, late payment interest and collection premiums are not due.
For traffic fines and other non-tax administrative sanctions the mechanism is different. The report is not cancelled: the amount of the fine remains to be paid in full. The benefit only concerns the additional sums accrued over time, i.e. interest, increases and premiums.
For older sanctions, the savings can be significant, because the additional sums can weigh as much as the fine. However, the perimeter is clear: according to the Highway Code, the basic sanction cannot be touched.
How to check the files and submit the application
The first step is to check which debts can be scrapped. From today it is possible to request the information table on the Revenue Agency website, which shows the permitted loads and the amount due with the facilitated definition.
The request for the prospectus and the application for membership are two distinct operations: obtaining the list of debts is not equivalent to joining the scrapping.
To submit the declaration you will need to use the Agency’s electronic services, available from 16 October to 15 December 2026. The statement therefore allows you to evaluate before sending which positions can be entered and how much must be paid.
When to pay: first deadline in March 2027
After the closing of applications, the Revenue Agency-Collection will communicate the amount of the sums due by 28 February 2027. Payment can be made in a single payment by 31 March 2027, or through a plan of up to a maximum of 54 bimonthly instalments, with the first due on the same date.
For those who have old files linked to local revenues, therefore, the first check is double: verify that the creditor administration has complied and consult the statement of their debts. Then, to obtain the facilitated definition, you will need to send the application by December 15th.
