There are various bonuses for paying less on electricity, gas and water bills. Some are recognized automatically, others require an application. And not everyone depends on income. The 2026 bill bonuses can in fact be cumulated, increasing the overall savings for those who request them. The first thing to check is the ISEE. Let’s see what aid is available, how much it is worth and how to receive it: by adding it up you can get hundreds of euros in discounts every year and, in particular situations, even exceed 1,100 euros.
Bill bonus 2026: how much the ISEE should be
From 1 January 2026 the ISEE thresholds for accessing social bonuses for electricity, gas and water have increased. The new limits established by Arera are:
- ISEE up to 9,796 euros for families with fewer than four dependent children;
- ISEE up to 20,000 euros for families with at least four dependent children.
Those who fall within these limits can obtain discounts on all three utilities, as long as the supply requirements are respected. Each bonus lasts 12 months and can be renewed by submitting a new DSU the following year. And who has an ISEE of up to 25,000 euros? You can access a different electricity contribution introduced for 2026 and 2027, but only if the supplier joins the initiative and specific consumption limits are respected.
How much you save by adding the electricity, gas and water bonuses
The discounts are cumulative: those entitled to the electricity bonus can also receive those for gas and water. In some cases it is possible to add the extraordinary contribution of 115 euros and the electricity bonus for health reasons.
To understand how much the discounts are worth, let’s take as an example a family of five residing in Rome, with ISEE below the expected threshold, gas also used for heating, right to the extraordinary contribution and the maximum value of the bonus for life-saving electro-medical equipment.

This is an example calculated on the 2026 values of Arera and the Acea Ato 2 water tariffs applied in Rome, considering twelve months of ordinary concessions. For electricity alone, the ordinary social bonus is worth 146 euros per year for one or two people, 186.15 euros for three or four people and 204.40 euros for larger families.
The gas bonus instead depends on the climate zone, the use of the supply and the number of family members. In the simulation the value is 157.16 euros per year for a family of at least five people in climate zone D, which includes Rome.
For water, 50 liters per day are discounted for each component, including aqueduct, sewerage and purification. For five people it is 91,250 liters in one year: applying the Acea Ato 2 tariffs of 2026, the benefit is 176.37 euros. Without the health bonus, the same family in the example would have a saving of 652.93 euros on the three utilities, including the extraordinary 115 euros.
The electricity bonus for physical discomfort is worth from 142.35 to 463.55 euros per year, has no Isee limits and is recognized to families in which a person uses electro-medical equipment essential for maintaining life. It can be combined with the bonus for economic hardship, but requires an application to the municipality or to an authorized Caf, accompanied by the ASL certification.
The 25% Tari bonus can be added to the discounts. For example, on a waste tax of 200 euros you save another 50 euros. The benefit is applied in the year following that of the DSU: the discounts paid in 2026 therefore refer to the ISEE 2025.
How to request the 2026 bill bonus from INPS
To obtain ordinary social bonuses it is not necessary to submit a specific application to INPS. Simply fill in the Single Substitute Declaration (DSU) to obtain the ISEE certification. The procedure can be carried out online through the INPS single ISEE portal, or by contacting a Caf.
If the ISEE is below the threshold, the competent systems automatically check the users and transmit the information necessary to apply the discounts to the suppliers. Pay attention to the name of the bills: for direct supplies, the contract must be made out to a member of the family unit indicated in the ISEE. If it is registered, for example, to the owner of the home who is not part of the family, the bonus is not recognized. Specific procedures apply for centralized condominium users.
200 euro bill bonus: is it still due in 2026?
The extraordinary contribution of 200 euros was introduced for 2025 by legislative decree 19/2025, for families with ISEE up to 25,000 euros. It was not proposed again with the same amount for 2026. The 2026 Bills decree instead provided for a one-off contribution of 115 euros on electricity, reserved for customers who already benefited from the electricity social bonus on 21 February 2026.

Those who were entitled to it do not have to submit any application: the contribution is recognized automatically, in a single payment, with a separate item on the bill. It can be combined with other social bonuses. Anyone who obtained the electricity social bonus only after February 21st cannot receive the additional 115 euros.
Electricity and gas bonus up to 25,000 euros from ISEE: how it works
For 2026 and 2027 there is also an electricity contribution aimed at resident domestic customers who do not receive the social bonus on electricity and have an ISEE not exceeding 25,000 euros. The measure, provided for by legislative decree 21/2026, is not mandatorily applied by all suppliers: companies’ participation is voluntary.
To receive the discount, two limits must also be respected: not having consumed more than 500 kWh in the reference two-month period and having recorded consumption of less than 3,000 kWh in the previous twelve months. For supplies activated in 2026, the activation date must not be later than May 31st.
New “climate” bonuses of up to 400 euros per year: the government’s plan against the upcoming huge energy tax
The contribution covers the cost of the energy component for the reference two-month period, calculated according to the parameter established by Arera. It therefore does not reset all the items on the bill and the amount varies based on consumption. The Authority defined the rules with resolution 238/2026 and, on 2 October, regulated the publication of the list of participating sellers.
