Between ‘Inclusion allowance’ and ‘Income 2.0’

The basic idea is to extend the inclusion allowance also to the so-called “employable” people, making the measure universal again. In short, albeit with some differences, we would return to the old citizen’s income which had been dismantled by the centre-right because, as Meloni said, “poverty cannot be fought with welfare”. The reform approved by the current majority, and in force for several years now, provides two distinct subsidies: on the one hand an ‘Inclusion Allowance’, similar to the old citizen’s income, but reserved only for families deemed “unemployable”, i.e. over 60s, disabled people and parents with minor children. On the other hand, ‘support for training and work’ which provides a contribution of 350 euros per month, intended only for employable people and paid for a maximum of 12 months (provided they participate in training courses).

With the new M5s subsidy this bipartition would disappear. The scope of the Inclusion Allowance, aka Income 2.0, would also include the employable. For the latter there will be an obligation to participate for at least 8 hours a week in projects useful to the Community (Puc) and sign an agreement for training and work with employment centres. Nothing new compared to what the old ‘Income 1.0’ provided for.

The M5s plan also provides for granting 12 months of subsidy as a tax relief to companies that hire a subsidy recipient. The ISEE thresholds for accessing the measure should be the same as those in force today with the Inclusion Allowance, as well as the financial treatment. Today the ADI provides a basic allowance of 6,500 euros per year (equal to 541.66 euros per month) as a supplement to the income (which however can increase in particular cases) and another bonus with an amount of up to 3,640 euros per year for the rent.
