No longer a temporary measure valid only for 2027, but a tax exemption intended to continue in subsequent years. On car tax, this is the objective of the Meloni government with the new economic measure. The exemption from car tax for cars up to 80 kW (kilowatts) of power, therefore, should no longer be a measure limited to next year. On Wednesday 28 October the Council of Ministers approved the budget bill for 2027 and, during the presentation press conference, Prime Minister Giorgia Meloni confirmed her desire to make the relief structural.

The intervention on car tax had been introduced previously with the fuel decree, which had foreseen the stop to the payment of the car tax for 2027. The provision also concerns motorbikes, again according to what was announced by the Prime Minister. To know all the application conditions in detail, we will still have to wait for the definitive text of the law and the completion of the parliamentary process.
The cars affected and how much you save
Which cars are affected? The power limit set at 80 kW corresponds to approximately 109 horsepower. The maximum net power in kW is an approved data and reported in the registration document in field P.2. Many small cars and compact cars are therefore included in the relief, while cars that exceed this threshold are excluded, barring any changes to the rules. The regulation scheduled for 2027 concerns the first vehicle owned by a natural person, without limits linked to the ISEE. It is therefore not a generalized exemption for all cars in a family: the benefit is linked to the requirements established by the law.
The exemption should also not be confused with an abolition of road tax for all cars. For more powerful cars, in fact, the tax remains to be paid, unless the legislator introduces further concessions.
And the savings? The economic advantage depends on the power of the vehicle, the environmental class and the tariffs applied by the region of residence. Let’s take an example for a 70 kW (95 horsepower) car: applying the basic rate of 2.58 euros per kW foreseen for Euro 4, Euro 5 and Euro 6, the tax is 180.60 euros per year. With the exemption, this sum would remain in the owner’s pocket. It should be noted that the savings may be different in regions that apply different tariffs or increases. The measure, if definitively confirmed, would still allow interested motorists to avoid paying the tax even in the years following 2027, without having to wait for a new annual extension.
Money to the regions
The 2027 budget, which is worth a total of around 26 billion euros, must now continue its parliamentary journey before final approval. The approved text will clarify the wording of the car tax law, together with the precise methods with which it will be applied over the years. And there is the chapter of the regions, which are entitled to the revenue from the car tax: the car tax exemption significantly reduces the revenue deriving from the car tax and requires defining how to manage the financial effects of the measure, with compensation from the State. In other words, it will be necessary to establish how the State will cover the lost revenue for the regions, to which the car tax is (or rather was) intended: it amounts to 2,362 million euros.
