Among the measures included in the Meloni government’s latest economic package are the cut in the second Irpef rate to 33% for incomes up to 55 thousand euros and the increase in the Ires surcharge for banks. The 2027 budget bill contains interventions for 26 billion euros (27 billion in 2028) financed for more than half in deficit with the “safeguard clause” on defense and energy spending authorized by the European Commission.
Not just Irpef, Ires or car tax, however. New revenues are expected for the state coffers: the maneuver introduces a fifth weekly draw for the Lotto and SuperEnalotto, as well as for the optional and complementary ones, to be carried out on Wednesdays. If Wednesday coincides with a national holiday, it was explained, the appointment will be postponed to the first following working day or, in exceptional cases, brought forward to the previous one.
Revenue estimates
This is what is provided for in Article 29 of the budget bill, which entrusts the Customs and Monopolies Agency with the task of establishing the new appointment within 60 days of the entry into force of the law. The fifth draw will be added to the four already planned (Tuesday, Thursday, Friday and Saturday) and, according to what we read in the technical report attached to the text of the maneuver, it could bring 30.5 million more euros into the state coffers in 2027, destined to rise to 43.1 million per year from 2028.
In detail, the estimated additional revenue for next year is 15.7 million from Lotto and 14.8 million from SuperEnalotto, while when fully operational the figures will rise to 22.2 and 20.9 million respectively, again according to government estimates.
The budget law for 2027, the last one passed during this legislature, provides for expenses of around 26 billion euros. And to find the resources necessary to cover all the measures implemented by the Meloni government, it was decided to draw on various sources of financing: not only the flexibility granted by the EU and a contribution from the banking and insurance sector, but the gaming sector was also put on the table. A new weekly Lotto and SuperEnalotto draw to raise cash. Only on Mondays and Sundays there would be no evening number draws.
