The Milleproroghe decree provides, in article 3, yet another reiteration of the ban on updating of rental fees passive of public bodies, introduced for the first time by the Monti Government in 2012.

In essence, for the thirteenth consecutive year the State will trample the rights of private owners and will decide not to give them the increases resulting from inflation, due by law, every time they rent a property.

Furthermore, reading the reiterated rule also makes this latest intervention ridiculous. It reads as follows: “In consideration of the exceptional nature of the economic situation and taking into account the priority needs to achieve the objectives of containing public spending, starting from the date of entry into force of this provision, for the years 2012, 2013, 2014, 2015 , 2016, 2017, 2018, 2019, 2020, 2021, 2022, 2023 and 2024 (the latter is the added annuality – ed.), the update relating to change in ISTAT indicesprovided for by current legislation, does not apply to the fee due by the administrations included in the consolidated income statement of the public administration (…) as well as by the independent authorities including the National Commission for Companies and the Stock Exchange (Consob) for use in passive leasing of properties for institutional purposes”.

The exceptional nature of the economic situation! For 13 years! Adding insult to injury, therefore.

It’s about an intolerable abuse, of a Marchese del Grillo style rule (“I’m sorry, but I know you and me… OMISSED”). The Meloni Government would have made a better impression by deleting it from the Milleproroghe decree. But it can still be remedied in Parliament.
