With the return to school, families have to deal with the expense of school supplies, a defeat partly represented by textbooks. For this reason, for low-income families, it is possible to access the so-called book bonus, valid for the 2026/2027 school year. In reality there is no real national measure: the Regions manage the benefit and, on some occasions, the individual Municipalities, which establish the ISEE requirements and calendars.
How to request it
The latest maneuver set the income ceiling at 30,000 euros for access to study support funds, but the vast majority of local authorities have reduced the ISEE threshold to between 10,000 and 16,000 euros, so as to give priority to families with lower incomes. Before delving into the content of the individual notices, we remind you that the application must be submitted electronically on the municipal or regional institutional portals. To access the private area it is always necessary to have the credentials of the Spid digital identity or the electronic identity card (Cie). From an economic point of view it is essential to have the ISEE 2026 certification, updated and free of omissions. Furthermore, for tenders that are based on reimbursement of expenditure, it is important to keep and attach to the application the invoices and receipts certifying the purchase of the books. The procedure also requires the tax code, school data and bank or postal details to receive credit to the current account.
The bonus in Veneto
In Veneto the ISEE parameters for accessing the book bonus are divided into two precise brackets. The first band covers values from zero up to 10,632.94 euros and guarantees a maximum subsidy of 200 euros, while the second band extends from 10,632.95 to 15,748.78 euros, with a reimbursement limit set at 150 euros. As specified on the Veneto Region website, requests can be sent until 2pm on Friday 9 October 2026.
Vouchers in Piedmont
The Piedmont Region recognizes the voucher on the basis of applications sent by parents or adult students, but as far as requests are concerned, time has now expired. For the current school year, applications were collected from 25 June to 16 July, leading to the publication of the rankings. Between Monday 31 August and Friday 4 September, the beneficiaries received the credentials to access the voucher platform, divided into two categories differentiated based on the ISEE: voucher A, which serves to support the costs of enrollment and attendance for those enrolled in private schools, and voucher B, which instead covers the costs of books, teaching materials and transport for students of state schools.
The rules in Lombardy
Even in Lombardy the economic requirement varies: students belonging to families with an ISEE not exceeding 15,748.78 euros are admitted to the measure called “School Endowment”. In this case, the contribution can be used to purchase textbooks, technological equipment and teaching tools. The procedure is simplified as much as possible since the application is submitted via self-certification and the inclusion of any digital documentation is not required when sending it to the Lombardy Region Notices and Services portal.
The bands in Emilia-Romagna
In Emilia-Romagna, applications for the book bonus and scholarships opened on 4 September and there will be time to send requests until 6pm on 23 October 2026. Students belonging to families with an ISEE between zero and 15,748.78 euros, divided into two bands, are eligible. The first reaches up to 10,632.94 euros, while the second includes values from 10,632.95 to 15,748.78 euros. The requests must also be sent electronically in this case, by accessing the ER.GO Scuola Emilia-Romagna portal.
Lazio and the case of Rome
As regards Lazio, the provisions provide access to the bonus for families with ISEE equal to or less than 15,493.71 euros for students enrolled in first or second level secondary schools, state or private, or in professional education and training courses. The tenders are managed independently by the individual local administrations, but the sending and management of the application takes place via the new regional Siced IT system. In the city of Rome the application is submitted on the local authority’s IT platform, within the section dedicated to educational and school services. The value of the Roman electronic voucher for the “digital book voucher” is differentiated by class attended. As specified on the Municipality’s website, a 200 euro voucher is available to students enrolled in the sixth year of middle school, the first and third year of high school and the first and second year of “vocational education and training” (IeFP). The voucher drops to 170 euros for students enrolled in second and third middle school, second, fourth and fifth high school, and third and fourth IeFP classes.
“Free books” in Tuscany
In Tuscany the announcement called “Free Books” provides well-defined age and income requirements. The recipient of the subsidy must be under the age of 24 and the family unit must register a maximum limit of the valid ISEE indicator of 15,800 euros. The amount of the contribution assigned varies from a minimum of 137 euros up to a maximum of 348 euros depending on the documented expenses. As regards regional timing, the window for submitting requests on the web portal officially ended at 6pm on 30 June 2026.
Double window in Puglia
The Puglia Region has planned the collection of applications by dividing the year into two distinct time windows. The first was active at the beginning of the summer, from 15 June to 15 July 2026, while the second supplementary window remains open from 8 to 22 September 2026. The contribution is aimed at resident students in possession of a valid certificate and follows specific income parameters, setting the standard ISEE threshold at 13 thousand and raising the ceiling to 15,748.78 euros for families with three or more children. The final disbursement of the sums is delegated to the individual Municipalities, which define the methods of use including book vouchers, reimbursement of expenses or loan for use, as indicated on the “Studio in Puglia” website.
The Municipality of Naples
In Naples the “book bonus” is paid in the form of book coupons in electronic format, always in favor of less well-off students. As specified by the resolution of the Campania Region number 390 of 16 July 2026, the recipients of the intervention are students enrolled in lower and upper secondary schools attending schools in the Municipality of Naples and belonging to families with a 2026 ISEE value divided into two income brackets. The first band extends from zero to 10,633.00 euros, while the second includes values from 10,633.01 to 13,300.00 euros. Here the deadline for sending applications was set at 1pm today, Monday 21 September.
The other regions
And in the other Regions? As regards Abruzzo, Basilicata, Calabria, Friuli-Venezia Giulia, Liguria, Marche, Molise, Sardinia, Trentino-Alto Adige, Umbria and Valle d’Aosta, management is entrusted to the individual Municipalities. Despite the differences between the regulations, the ISEE threshold in most cases is set at 10,632.94 euros, with the calendars for submitting applications concentrated between the months of September and October. For this reason, the advice is to contact your municipal office or visit the institutional websites of the individual administrations.
