Some concepts stand out in Professor Monti's speech. The first concerns a curious contrast between two categories of subjects that the senator for life evidently considers distinct and separate: on the one hand, “home owners”; on the other, “the taxpayers”. Considering that approx 77% of Italians live in their own home, this dichotomy is – to be kind – somewhat forced. Especially when the former prime minister fills it with content by stating – let's imagine on the basis of sophisticated econometric models – that the former (“home owners”) would “on average” have a “better income and wealth situation” than that of the latter ( “taxpayers”).
