More financial support 1,400 euros per month is coming for seniors with a ISEE less than 6,000 euros who live in conditions of non-self-sufficiency. This is an experimental measure, aimed at over 80 in difficultywhich will be launched starting next January. To finance the initiative, 250 million euros have been allocated per year for 2025 and 2026. At the end of these two years, the effectiveness of the measure will be assessed. But let’s see all the details on who can benefit from it and how to request it.
What is it, what is it for
In March 2023, the Delegation Law for the reform of care for the elderly was approved, which gives the Government the task of introducing implementing decrees to achieve the expected objectives. The reform aims to improve services for 14 million elderly people in Italy, of which 3.8 million are not self-sufficientin line with the indications of the PNRR.
Among the innovations introduced, the so-called senior bonusesdefined as “universal benefit”, which in extremely serious situations will replace the accompanying allowance. The contribution supplements the current accompanying allowance, which amounts to approximately 572 euros per monthwith an additional fee of 850 euros called “care allowance”. The latter will have to be used for pay carers or care services. In case of failure to use for the intended purposes, the amount must be returned.
It is not yet clear whether the payments will be managed directly by INPS, or whether the beneficiary will have to advance the expenses and request reimbursement later. The objective of the measure is to encourage non-self-sufficient elderly people to remain at home, avoiding hospitalization in facilities which are often economically inaccessible for those with a low ISEE.
Who is it aimed at?
From 2025, the contribution of 1,412 euros per month will be allocated to elderly people who are at least 80 years old and are in a state of non-self-sufficiency. The requirements necessary to access the measure include a very high care requirement; aSocial and health ISEE not exceeding 6,000 euros; possession ofaccompanying allowance or eligibility to receive it. The contribution will be provided both in the form of economic support and through personal services. It cannot be cumulated with other income, and its use will be strictly aimed at assistance.
How to submit the application
The bonus will still be paid, directly or indirectly, by INPS, but the identification of the beneficiaries will be entrusted to a technical-scientific commission. To request it, you will need to present application on the social security institution portalusing Spid, Cie or Cns credentials, or by contacting a patronage. The INPS will provide precise information on the request methods, which can be made starting from January. It is essential to have an updated ISEE, preferably of a socio-health type, which can be obtained through the INPS itself or the Caf.
How care for the elderly will change
Measures like this are part of a broader plan to reform care for the elderlywhich the Government expects to complete within two years. The purpose is not only economic, but also social: to promote dignity and well-being of older people, promote social inclusion and active aging, improve the quality of services thanks to tools such as telemedicine and innovative residential solutions.
The executive also introduced, in the PNRR decree of March 2024, a further incentive known as carer bonuses. This contribution provides exemption from social security contributions for up to a maximum of 3 domestic workers.
000 euros, but at the moment INPS has not yet published the implementation details. The carers bonus is intended for elderly people who meet the same requirements required for the universal bonus. It remains to be clarified whether the two benefits will be cumulative or alternative.
