State: who will receive a pay increase (and what are the figures)

Aran and the unions have reached an agreement to renew the employment contract of state employees of the “Central Functions” for the three-year period 2025-2027.

There are two main innovations:

  • A salary increase was decided to compensate for inflation and update pay slips.
  • For the first time in Italy, a specific chapter on artificial intelligence is included in the employment contract which establishes rules to protect workers.

As regards pay slips, the overall average increase when fully operational, from 1 January 2027, is equal to approximately 162 euros gross per month for 13 months, with a maximum of 221 euros for the high professionalism area. It will apply to approximately 200 thousand employees of ministries, tax agencies and non-economic public bodies.

Salaries will gradually increase each year until reaching the gross figures below in 2027.

  • Officials: +€161.80
  • Assistants: +€133.20
  • Operators: +€126.60

The AI ​​enters the contract

The contract introduces for the first time in the collective bargaining of central functions a title entirely dedicated to artificial intelligence. Administrations are obliged to inform workers about the adoption of algorithmic systems. The use of AI to make automatic decisions on employee salaries, dismissals, sanctions or report cards is prohibited. Every act assisted by artificial intelligence, it is underlined in the agreement, is subject to human review and the worker has the right to know the criteria applied and to request the review.

Among other innovations:

  • Equal holidays for everyone: from 2027, new hires will immediately have the same days of holiday as their older colleagues (the initial block has been cancelled).
  • Medical screenings: those over 50 will have extra paid time off to take free national health service cancer tests.
  • Protected smart working: more protection in working from home for vulnerable categories.
  • New roles and training: the contracts for those who manage the State’s social networks and digital channels (social media and digital manager) are finally regulated and the “skills license” arrives to certify the training courses carried out by employees.

Naddeo: “Satisfied, contract the result of extraordinary work”

“I am very satisfied with this result and I am satisfied for reasons that go beyond the numbers, although significant”, highlights the president of Aran, Antonio Naddeo, in a note. “Signing a contract during its period of validity is not a procedural detail: it is the demonstration that the public collective bargaining system can function in an orderly, timely manner and at the service of workers”, he underlines.

According to Naddeo, this result ”is the result of extraordinary work by all Aran collaborators, technicians, jurists, economists, who have worked with rigor and dedication in recent weeks. My most sincere thanks go to them. Finally, thanks to the unions. A contract is made by two people and their representation was necessary to bring the needs of workers to the table.”

“However, what makes me most proud – says the president of Aran – is the introduction, for the first time ever, of a contractual title dedicated to artificial intelligence. We have chosen the path of the contract, not of the law nor of unilateral regulation, to safeguard workers’ rights in the algorithmic era. This means that collective bargaining can still be a tool for governing innovation, and not a simple spectator”.
