Good news on the tax evasion front. In 2025, the recovery activity of the collection bodies made it possible to bring 36.2 billion euros back into the state coffers, with an increase of 2.8 billion compared to the previous year. The result includes all the unpaid taxes that pass through the coffers of the Revenue Agency, as well as the credits collected for other entities, equal to 7.2 billion euros. The Revenue note underlines that the amounts paid independently by citizens are also growing: this is the so-called “spontaneous revenue” which in 2025 exceeded 595 billion euros (+2.8%).
How much money have we recovered from tax evasion
If we limit ourselves to the recovery of “pure” tax evasion (that which the State collects directly, excluding fines, INPS and Municipalities) the recovery was 29 billion euros. As the numbers below show, performance has been particularly positive in recent years:
| Year | Evasion recovery (State) | Other bodies (INPS, Municipalities…) | = Total |
| 2025 | 29.0 billion | 7.2 billion | 36.2 billion |
| 2024 | 26.3 billion | 7.1 billion | 33.4 billion |
| 2023 | 24.7 billion | 6.7 billion | 31.4 billion |
| 2022 | 20.2 billion | 5.1 billion | 25.3 billion |
The total figure, equal to 36.2 billion, is the highest ever as also underlined by Prime Minister Meloni.
The contribution of “fiscal peace”
The sums collected by the Revenue Agency-Collection are 16.8 billion (the rest comes from payments following checks, compliance and memberships). Of these;
- 9.6 billion were collected for the Revenue Agency;
- 3.8 billion for INPS;
- 1.0 billion collected for Municipalities (Imu, Tari, fines);
- 2.4 billion for other entities;
Regarding the sums collected, a further distinction can be made:
- 12.3 billion are “ordinary” credits (people who paid the bill normally).
- 4.5 billion is “extraordinary” (thanks to the scrapping of the files).
In other words, without the “fiscal peace” the recovery would have been less significant. Another fact to underline is that almost 60% was paid by taxpayers with debts exceeding 100 thousand euros.
| Voice | Amount 2025 | Notes |
| State Evasion Recovery | 29.0 billion | The “heart” of the fight against tax evasion. |
| Collection by Third Party Bodies | 7.2 billion | INPS, Municipalities, fines, etc. |
| Total | 36.2 billion | The figure cited by the government (+43% on 2022). |
| Spontaneous revenue | 595.0 billion | Taxes paid regularly by Italians. |
Meloni: “Over 100 billion recovered in 3 years”
In a video message recorded for the 25 years of the Revenue Agency in the Chamber, Prime Minister Giorgia Meloni underlined that compared to 2022, the year in which the government took office, the increase was 43%.
“This means – he added – that in the three-year period 2023-2025 we have recovered over 100 billion euros: precious resources, which on the one hand help us keep our accounts in order and on the other allow us to finance interventions in favor of families and businesses. They are the result of a clear vision that the Government has been pursuing since day one: sanctioning those who want to be clever, helping those who are honest but who are in difficulty and must be put in a position to be able to pay what they owe”.
| Year | Evasion recovery (State) | + Other entities | = Total for the year |
| 2023 | 24.7 billion | 6.7 billion | 31.4 billion |
| 2024 | 26.3 billion | 7.1 billion | 33.4 billion |
| 2025 | 29.0 billion | 7.2 billion | 36.2 billion |
| Total | 80.0 billion | 21.0 billion | 101.0 billion |
