A dowry of 240 million euros over two years to allow deputies and senators to modify the budget law. The Meloni government thus leaves a “endowment” to Parliament for the 2027 budget: 120 million for next year and another 120 million for 2028.
With political elections scheduled for 2027, the latest maneuver of the legislature is also preparing to become the ground for discussion on electoral promises. The requests have already begun.
What the parties want to finance: pensions and Forza Italia requests
Last year the amendments presented to the Budget law were around 5,500, compared to 4,500 the previous year. This time too, negotiations are expected between the parties to identify the changes to be approved.
One of the most explicit requests comes from Forza Italia. The leaders of the Italian groups in the Chamber and the Senate, Enrico Costa and Stefania Craxi, have announced that they intend to use the parliamentary examination of the maneuver to find the resources necessary to introduce a pension dedicated to the police and the armed forces.
Deputy Prime Minister Antonio Tajani relaunched the commitment, announcing: “If necessary we will present an amendment during the parliamentary examination”.
The League wants pensions at 64 and more contributions from the banks
On the pension front, the debate also opens up within the majority. The bill contains a fund of 850 million euros per year from 2027 to 2029 to support exits from the labor market, but the destination of the resources will have to be defined with a subsequent legislative provision.
The League aims to use this allocation to introduce new forms of early retirement, including voluntary retirement at 64. However, there is still no agreement between the allies on the possible use of the fund.
Matteo Salvini also opened up the possibility of increasing the contribution requested from banks. On 31 October, speaking at a League gazebo in Rome, the deputy prime minister declared that, if Parliament deemed it possible to obtain further resources from credit institutions, it would be free to intervene. According to Salvini, this revenue could be used to help families, workers and pensioners.
What are the opposition aiming for?
On the opposition front, Pd, M5S, Avs, Italia Viva and +Europa have already signed a parliamentary resolution with 21 requests, including the refinancing of the rent fund, the minimum wage, greater investments in public health and interventions to recover the purchasing power lost with inflation. The economic manager of the Democratic Party, Antonio Misiani, has indicated the sterilization of fiscal drag as a priority, while the 5 Star Movement proposes to move 13.5 billion from the Strait Bridge to education.
The Greens and Left Alliance asks for a social bill for families with ISEE up to 30 thousand euros. The opposition also contests the cut of almost 7 thousand places in schools envisaged by the budget.
From fountains to stray cats: the “tips” of the last maneuver
To understand how these resources can be used, just look at the 2026 budget law. Among the territorial interventions supported by the majority were 450 thousand euros to redevelop the Bolsena lakefront, 500 thousand euros in 2027 for a public car park in Bassano in Teverina, one million for the Capannelle racecourse in Rome and 100 thousand euros per year for two years to the Gatto stray association.
Funding is also provided to restore the Sette Note fountain in Comazzo, rehabilitate parishes and oratories, support jazz orchestras and cultural associations.
