Several videos have recently circulated online in which armed men, identified as members of Hamas, are filmed while hitting with Palestinian civilian sticks and metal objects in the Gaza Strip. The videos were published by Cogat, the coordinator of government activities in the territories, an organism of the Israeli army. The exact dates or the precise locations in which these videos were shot are not known.

In one of the videos spread by Cogat and taken from different international media, men with their faces are covered, hands tied behind the back, lying on the ground and hit with kicks and sticks in the face and head. The cries are clearly visible, but the original audio is absent, replaced by a soundtrack. Another video shows Gazawi citizens in chaos as they try to recover goods from some means, during what seems to be an attempt to obtain humanitarian aid. Some men, someone with a private supervisory uniform, infierise on the crowd of teenagers and young people, hitting them with wooden planks and rifles.

Ghassan Alian, general responsible for Cogat, described images as proof of the cruelty exercised by Hamas on civilians. He wrote: “Hamas represents the essence of evil. These scenes document how the terrorist group maintains power to Gaza through violence, fear and cruelty, without any popular legitimacy”. Several testimonies of residents confirm the presence of clashes between militants and ordinary citizens, with repressive methods aimed at maintaining control, including public punishments and aid seizures.

The Israeli government proposed, through Cogat, to manage humanitarian aid flows through HUB exclusively controlled by Israel. In recent months, various meetings have been held between Army, United Nations and NGOs to organize the distribution, increasingly followed up close by the Israeli military authority. This management was designed to better control the destination of supplies and prevent them from ending up in the hands of Hamas.

Recently, the Cogat coordinator has announced the start of a system to allow the gradual entry of goods through the private sector to Gaza. This mechanism aims to increase the volume of aid by reducing addiction to United Nations and international organizations. The assets approved in the first phase are basic food products, foods for babies, fruit, vegetables and hygiene products. A small number of local traders has obtained permission to participate in the distribution of these fundamental products.
